Three are required for the I'm In Con-Troll! quest in the Troll Tribe Questline. They are used with other items to make a Trollish Weapon Rack.
Three are also made in the Contrite Knight quest of the Princess Sabina Faire Questline. They are subsequently used in the same questline, in the Cutting It Close quest.
